Mission

The mission of the Public Utilities Department is to provide our customers with quality water and wastewater and other related services in an environmentally sound manner at the lowest possible cost.

Functions

    * Water:  Treat and distribute adequate supplies of potable water to provide for municipal needs and regional customers.
    * Wastewater:  Collect and treat wastewater for municipal customers.
    * Solid Waste:  Administer a private franchised solid waste collection and transportation service.

Water Conservation Plan

A City Emergency Water Conservation Plan is established because of the conditions prevailing in the City, the general welfare required that the water resources available to the City be put to the maximum beneficial use to the extent to which they are capable, and that the waste or unreasonable method of use of water be prevented and the conservation of such water is to be extended.

The Conservation Plan has four stages:  1) Voluntary Conservation; 2) Mandatory Compliance - Water Alert; 3) Mandatory Compliance - Water Warning; and 4) Mandatory Compliance - Water Shortage.  Presently the City is in: Stage 2 Water Alert.  Please check back for regular updates.

Utility Billing and Collection














































Residential connection rates are for single-family and multi-family customers.  Rates for institutional customers are determined by water supply contracts.

Standard typically includes connections in new subdivisions.

•• Non-Standard typically includes connections in established subdivisions. Non-Standard rates may require an additional water rights fee of $400.00 institutional connections are established be negotiated rates.

Director

Ruben Klein began his life-long public utility career in 1975 with the Starr County Water Control and Improvement District (WCID) #2.  He has served in various positions including Plant Foreman and Assistant Manager.  With the merger of the WCID with the City in 1998, he became Assistant Manager of the Rio Grande City Public Utilities Department.  Klein is a certified customer service inspector and has held a Class B certificate in water treatment since 1992.  In 2003 he graduated from the North American Development Bank's Utility Management Institute (UMI).  Klein has also served as a Board Member of the Starr County Housing Authority for 16 years and has been a Board Member of the Rio Grande City Consolidated Independent School District since 2001.
