Mission

The mission of the City Secretary is to serve the people of the City in a competent and professional manner by providing official records and other public information which guarantees open government.

Functions

  1. Official Duties. Possess the powers and perform the duties as set out in Section 22.073 Texas Local Government Code.

  1. Maintain Minutes. Maintain and preserve the minutes and records of the proceedings of the Board of Aldermen.
  1. Record Ordinances. Record in full, uniformly and permanently, all ordinances and resolutions of the Board of Aldermen and be the legal custodian of the   same.

  1. Publish Ordinances. Publish all adopted ordinances of the Board, and all legal notices required by law or ordinance.

  1. Meeting Notices. Cause all notices of regular and special meetings of the Board to be posted in accordance with state statutes

  1. Official Seal. Have custody of the seal of the City and affix it to such documents as may be required and authorized pursuant to law.
  1. Election Records. Keep and maintain all election records and have custody of all property used in connection with elections.
  
  1. Record Custodian. Serve as the official City record custodian as authorized and required under Chapters 201, 202 and 203, Texas Local Government Code.

Programs

  • Elections Administration:  The City Secretary is the Elections Administrator for Rio Grande City's annual and special elections.  Municipal elections are administered as prescribed by the Texas Secretary of State Elections Division.  For more detailed information on Rio Grande City's municipal elections, visit our Elections page.

  • Public Meetings:  The official business of the public must be conducted with public access to all local governing bodies such as city councils, school boards and commissioners courts.  The Texas Open Meetings Act (Texas Government Code, Chapter 551) prescribes the requirements for ensuring the public has access to its elected officials as they take action on public matters.
   

  • Public Information:  The right of every Texan to obtain information on its state and local governments is guaranteed by the Texas Public Information Act (Texas Government Code, Chapter 552).  While government documents may be obtained by a person, the City may charge reasonable reproduction costs according to the Texas Open Records Charges guidelines.  More detailed information is can be found at Public Information Act Sign or La Ley de Información Pública.

Director

Holly D. Guerrero has served as the City's Secretary since 1994. She is a licensed Customs Broker and has previously served as Vice President and Escrow Officer of Rio Abstract and Title Company.  Guerrero graduated from Westchester Senior High School of the Spring Branch School District in Houston, Texas and has attended the University of Texas-Pan American.
