Mission
The mission of the Public Library Department is to maintain and improve the quality of life for all citizens of our community by providing resources that enhance literacy, life-long learning and access to ideas. We especially recognize our responsibility to serve as a place for children to discover the joy of reading and the value of libraries.
Functions
- Collection Development: Patrons will have access to books, reference and audio visual materials available in English and Spanish. Newspapers and magazines are also be available.
- Library Programs: The library will offer a variety of programs and story time activities throughout the year.
- Computers: Library patrons will have access to the Internet and TexShare online databases as well as other computer software.

Director
Norma Gomez Fultz is Director for Rio Grande City Public Library. She graduated from Rio Grande City High School and earned her Bachelor of Arts degree in Journalism from Howard Payne University. She has also participated in the Small Library Management Program through the Texas State Library.
