Ruben O. Villarreal (Mayor) has long been active in a myriad of community organizations and a perennial participant in the hosting of countless community events. Most recently he has been President of the Rio Grande City Jaycees, a member of the Safe and Drug-Free Schools Committee, the Substance Abuse Coalition, the Rio Grande City Chamber of Commerce and the Rio Grande City Economic Development Corp. Villarreal has extensive business experience having served as Owner and Co-Manager of Grande Butane for nearly 30 years. After graduating from the Rio Grande City High School, he obtained his Bachelors in Criminal Justice from the University of Texas-Pan American. Villarreal has four sons, Ruben Jr, Michael, Marcus and Daniel.

Hernan R. Garza III (Mayor Pro tem) is a career law enforcement professional having started his work with the Starr County Sheriff's Office in 1986. Garza then continued to serve residents of Starr County by becoming an Investigator with the Starr County District Attorney's Office in 1996, a position he held until April 2005. Garza is now the Police Chief for the Rio Grande City CISD. He obtained his Associates degree from Texas State Technical Institute in 1979. Garza and his wife Norma have two sons, Hernan IV and Jason.
