Municipal Budget
Rio Grande City's Municipal Budget establishes spending priorities for each Fiscal Year (FY) which runs from October 1 through September 30. The Finance Director works with the City Manager and department directors to deliver a proposed budget to the City Council. They in turn review it, and make the necessary changes, and adopt it before the end of each fiscal year.
Municipal Revenues
Texas cities finance their public services from a variety of revenue sources such as property taxes, sales taxes and other sources. Rio Grande City is unique in that it did not assess an ad valorem property tax for the first twelve years of its existence. The vast majority of municipal operations were financed solely from sales tax revenue. The following table illustrates the current breakdown of the City's sales tax revenue.
In 2005 the City officially became a taxing entity and assessed its first ad valorem property tax for operations and maintenance. The first tax rate was set at 29 cents per $100 valuation. Unlike most municipalities, the City does not currently have any long-term debts that are secured by property taxes. Thus, there is currently no tax rate for debt service assessed to the citizens of Rio Grande City. The following table illustrates the tax levies and collections by year for the past five years.
Municipal Expenditures
Budget setting is about prioritizing municipal programs. Budgets are a good way of determining which programs the city has decided to focus on. The City Council have consistently chosen to direct more funding to the City's public safety programs such as Police and Fire.
